Parking Permits

The Council issues three types of parking permits: residential, visitor and temporary (trades) permits.

The Council offers residential, visitor and temporary parking permits (trades). 

Fees vary by permit type, with discounts for pensioners and students. Business owners and employees aren't eligible.

Please note: The Council may also issue temporary, transferable parking permits for designated areas during major events such as WOMAD or the Adelaide 500, valid only when temporary parking controls are in place.

Residential parking permits

To be eligible for a residential parking permit, you must:

  • Live in the City of Norwood Payneham & St Peters. If you don’t own the property, show proof of one of the following: lease, sub-lease or letter from owner
  • Not live in a building with three or more units (built after 1 November 2021) that has off-street parking
  • Not have off-street parking, or if you do, your property must not be able to fit all registered vehicles (garages used for storage don’t count)
  • Own a regular vehicle (not a truck, trailer, caravan, boat, bus, motor home, or scooter intended for footpath use)
  • Live near a time-limited parking area or Residential Permit Zone
  • Prove you own the vehicle(s) you park at your property. If it’s a company vehicle, get a confirmation letter from your employer.

Key details:

  • Parking limit: Residential parking permits allow parking for a maximum of seven consecutive days
  • Permit limit: A maximum of two residential permits may be issued per residential property
  • Usage restrictions: Permits can only be used in time-restricted parking areas or Resident Permit Zones. They cannot be used in zones with less than one hour of time restriction, or in Loading Zones, No Parking Zones, Bus Zones, Taxi Zones, or similar
  • Permit display: All permits must be displayed in the bottom passenger-side corner of the vehicle windscreen when parked in a Resident Only Parking Zone or time-restricted area. Failure to display the permit may result in an expiation or prosecution for illegal parking.

#Residents eligible for one or two Residential Permits may also be eligible for an additional (transferable) Residential Permit, where extenuating circumstances apply. 

Visitor parking permits 

Visitor parking permits are intended for occasional use when you need extra time for visitors—such as friends, family, or tradespeople—and are valid for a maximum of six hours at a time. However, it's important to note that a visitor permit does not guarantee a parking space in the designated area.

Please note: Visitor parking permits are not meant for long-term parking needs or to solve on-site parking shortages.

Eligibility for visitor parking permits:

Visitor permits are available only in areas where these conditions apply:

  • Limited on-street parking is available
  • Time-limited parking controls are in place
  • Competing parking demands exist due to other land uses in the area.

Temporary parking permits (trades)

Parking for tradespeople:

The Council may provide one temporary parking permit per residential property for tradespeople working on major renovations or new builds valued over $50,000.

The following conditions apply:

  • Tradespeople permit must be applied for by the property occupier or owner
  • Vehicle restrictions: Permits apply to vehicles no larger than a sedan, van, ute, or SUV
  • Parking space limitations: Vehicles must not take up more than two parking spaces, even with trailers or materials
  • Duration and fees: Permits are issued for a daily fee, valid for 1 to 42 days, and must be displayed on the tradesperson’s vehicle.

Please note: permits must be displayed in the bottom passenger-side corner of the vehicle windscreen when parked in a Resident Only Parking Zone or time-restricted area. Failure to display the permit may result in an expiation or prosecution for illegal parking

Permit fees

The table below outlines the fee structure for residential and visitor permits.

  • A two-year permit costs twice the amount of a one-year permit. This does not apply to replacement permits
  • A 50% rebate is available for eligible concession card holders (e.g. Pensioner Concession Card). This rebate does not apply to replacement permits.
